I disagree that it is a HIPAA violation to perform a procedure on someone against their will. This is assault and battery. HIPAA is about sharing of medical information without consent.
Not a HIPAA violation, but it is illegal. Can't remember which law it falls under but you have the right to refuse treatment of any kind and must be included in decisions, unless medically unable to do so, at which point your POA or nearest relative is found to do so.
