Not necessarily. He makes it known in all of this posts that these are essentially MINIMUMS, that he's throwing out there based on voter registration, population growth, and other trends for the past two decades.

For example, in all of his fraud heat maps, he shows that Miami Dade country in Florida is "safe". But that's only because the trends match up. We all KNOW there was massive cheating in Miami. It's a freaking pattern with the left. They gradually and slowly increase their cheating in counties and states until they get the bare minimum amount of seats in the state legislature, and then pass massive election "reform" that basically legalizes cheating and then just stop caring. Look at Colorado, California, and Virginia. That's EXACTLY what happened in all three states.

So if the bare minimum is 6-8%, I'd say it's probably closer to 15-20% when all cheating is accounted for.
