They are DS. They disobeyed the President and lied to him at that. As far as Trump being in control, you have to realize that optics are very sensitive when the Media can use every action you take as an attack. In the broader sense of the "Plan" removing all DS from the equation pre election opens up the door for false info and the media claiming it is all due to Trump appointees. Leaving them in place opens up the possibility of exposing others.
Just because they disobeys and lied does not mean Trump is not in control. It just means bis idea on what to do is not that same as most of us.
I get that Trump is wildly popular and his voice is certainly listened to by we Patriots who follow his lead - he certainly has mostly taken over the GOP.
Beyond that I don’t see much evidence
He does have a lot of power right now that’s for sure
