CA allows drivers licenses for illegals. CA allows registering to vote online, using your driver's license info. All you have to do is check the box that states you are a U.S. citizen. (this was true when I lived there in 2016 and doubt it has changed) If you think someone who breaks into the country is going to be honest about stating whether they are a U.S. citizen when registering to vote online, I've got a bridge in NYC I'll sell you.
