I believe this to be referencing a function within the Nuclear Strategic Command that we will know nothing about when this happens. If your curious about this, there is plenty of information available. If I am correct, the world will get a-lot more dicey before this happens. Is China’s recent nuclear threats on Japan going to play into this? We shall see.
