It already is. There was a new law in CA where you won't be prosecuted if you have sexual relations with anyone up to 10 years younger than you, regardless of what age the person is. This means a 21 year old can have sex with an 11 year old and won't get arrested, or an 18 year old with an 8 year old. Legalized pedophilia is already here.
