I think this is a CYA move for an upcoming lawsuit going in front of the FTC. Gotta figure out who the kids are.
Back in '19, they got caught violating COPPA and ended up settling with the FTC for $170M and the promise to build out an enforcement mechanism to identify and restrict content inappropriate for 13yo and younger kids. They failed to do so and got sued, but the case got dismissed last week in CA district court (wrong venue) and sent to the FTC for review.
You should be fine plugging in any rando date as long as the year makes you older than 13 (or 18 if you use any monetized services or link your G account to a payment service).
