I was wondering the same thing this morning. The way I see it, there are two possibilities:
He and his family are under protection of the DIA right now. Possibly giving further info or corroborating intel from other defectors and sources.
He never actually existed, but is a useful mechanism for whitehats to launder intel that they received from other human and electronic sources out to loyalist branches of the military, like the DIA. Kind of like a good-guy version of the Steele dossier, but with actual facts this time, rather than it being a fabrication.
