This would just be an operational procedure. Having a major NATO base in that location would be a very sound development. That base represents the western location of the NATO Sea Bridge to NATO operational areas in Western Europe.
The NATO partner country that is home to such a base does have a major say in how that base operates. The US,being the largest NATO partner,would still have control of that base.
General Milley discuses that as a pre measure for the next big war. (Preventing that big war from happening)

All nations had the same technologies, but only one got it right, at first. "Germany, combined those technologies, and the German way of war, and combine them to organizations and leader development in such a way that Nazi Germany was able to overrun Western Europe in 18 months," Milley said. "Other countries combined it in different ways. And they didn't have success.
"And I would tell you that the same thing is happening right this minute," he continued. "There's a whole set of technologies that are driving fundamental change."

Thanks for that very interesting link. It really demonstrates the importance of the NATO resolve to secure the sea bridge across the Atlantic Ocean to aid in the security of Western Europe for the security of all nations in the North Atlantic.
