Sorry to hear that.

You raise the valid point how most people are caught only after multiple victims.

Believe me, my tolerance extends ONLY to those who have not acted out on their desires, in which case if ways can be found to keep them from creating a list of victims, it seems to create both a carrot and a stick. At least IMO.
