I've been saving videos from Telegram for quite a bit now. It's possible.

Also if you have the Telegram app on your phone, it will download whatever being shared to your phone automatically. I found it out the hard way the other day, when my disk storage space ran out and I was like WTF? Found out that Telegram was downloading everything in the background. Had to purge the Telegram folder but in there, it had a lot of pics and videos I can literally share.
