Has anyone ever heard what this means? Is it important ? Im just wondering because Ive never heard a genuine explanation. Thanks for serious replies

Heard many things about, but one that would make sense is

In short, would be a way to prevent the DS from deleting and rewriting history, saving also the digital stuffs (like tweets) as presidential records, making that a violation for a president to delete them
