A potential solution to that riddle perhaps lies in the risk assessments, that started with Eisenhower, and maybe before that, prior to the FDR regime.
The question has always been: how to manipulate an election or elections in order to get your own guy in? Wilson was such a guy. Usually, rather obvious: an obscure guy parachuted into power.
And maybe we can find a few others in the 40 years preceding that time frame.
However, the very act of knowing that past elections have been hacked to parachute the preferred guy, is it beyond possibility to have a foreign power inject their own guy?
How do you get back from that?
During the McCarthy era, it was quite obvious how infiltration was already in the works. Since then it has only been ramped up.

And as the article said: There may be more than 100.000 CCP spies and collaborators in the US. That is quite an army, brought in via comped politicians favoring "cultural exchange".
