I agree and used to think it meant for Pence to certify so that the whole cabal could be taken down like I hope it is in the process of happening now. But lately, I am starting to think it meant 'to do nothing'=not certify. Send it back to the states. I'm still confused. I guess we will know someday. Hopefully soon.
