We have room in our jail for 70% but then, quite a few committed crimes so serious they deserve the death penalty. We can replace the elected politicians too. Plus, this would be the perfect way to cut the fluff from government too! There are many who are honest that would serve a term or two to get our country great again.
I think this is potentially the toughest part to the entire operation. We lose 3/4's of government you're going to either need to make arrangements for replacements or reduce the governments footprint. Both of which take extreme care and planning. Say we need to replace 70% of our elected officials, that can't be rushed because that's how things slip and people fall under the radar and get elected that shouldn't be there. Or we reduce government, what does it look like and how do you give a smaller group of people essentially more power because 3/4's of the people they shared it with are gone?
I know that Q says "no deals", but I think that should be reserved for the top level players.
In law enforcement, the best way to fry the big fish is to give the little fish good deals in order to flip on them.

Likewise. Reducing gov't is much easier than you think.
Many positions exist only to pay people who don't want to work for a living.
