Nope... ARSON

I don't believe the cover story you're repeating.

SOME may start from downed lines, but fires have been breaking out simultaneously up and down the state EVERY TIME THE WIND BLOWS

It's also now happening in Oregon where no powerlines are present, only ROADS that create access into forested areas.

I've seen a transformer on a pole catch fire after a nearby lightning strike. It burned for quite some time but luckily didn't fall or set fire to the surrounding brush.

So, yes, it can happen. (But that doesn't mean that it did happen in CA.)
