This is all CA "green" shit out of control.
Captain neckbeard on the video is pointing out retail sellers can't sell into CA unless it has a PSU of a certain efficiency level (Platinum). Literally everything "professional grade" are exempt (as are gaming consoles). Problem is, the particular Alienware one they chose to look at is a lower-efficiency PSU.

Nothing is stopping anyone from buying an MSI with a Platinum efficiency PSU, nor are they stopping the sale of PSUs for you to build your own.
