It's a saying that's caught on since Obamacare.
Congress makes bills so big that no one can read it in the time they have to decide on whether or not they want to pass it. Effectively, every bill that has been signed into law for the last 30+ years wasn't even fully read before it was passed. That's corrupt as hell.
Obamacare, for instance, originated in the house as a housing bill that was butchered and added on to until they shoved in enough to rebrand it as a healthcare bill.
