It can go both ways:

Trump, in the latter days of his Presidency, declares Humanity an endangered species due to the encroachment of government overreach, both foreign and domestic, and the Global Pandemic, thus putting in place provisions for the species' protection. It's hard to say what powers that would permit him or the government. If the Military is the only way to enforce the protection of the endangered species, would the be allowed to act secretly? I don't know.

Or..

Trump changed the language so that the government would be unable to declare Humans as an endangered species until after he left the office. This would shrink the time-frame the corrupt government has to act using supreme powers to ensure the continuance of the species. By their logic, overpopulation threatens a species, therefore in order to save a species which endangers itself, measures must be taken to cull the species. A good example of this logic in use includes the war against jackrabbits in Australia. The terms Trump changed could have prevented the creation of "Hunters" to cull the masses, "for their own good."
