Entirely designed to give two messages... He wants people to fear the horrible, awful, scary Delta variant. Map is a lie, of course. He wants vaccinated people to push desperately for the unvaxxed to get it. Continue getting the population angry at each other. (That’s not working in my family, by the way, acceptance of choice is what I’m seeing,)

Lots of psychological messages there, from both interviewer and the spokes doc.
