Encourage more before it all hits the fan, maybe?

For example, it'll be a lot better for these people, like Hobbs, if they turns themselves in vs waiting to be charged for treason/whatever they'll charge them with. Better for them and our side, since the more evidence we get the better. It still won't be a walk in the park for any of them tho, except maybe these first-round people turning themselves in.
