So not everyone who is opted in on their cell phones is gonna receive the test message? Only a select group? Or is everyone who opted in on cell phones gonna receive the message?

Do we want to get this emergency alert on our phones or is it better to make sure we don’t have them set up to get them?

What I meant is do we want our phones set to get these alerts or should we turn alerts off?

I think it means everyone who is opted-in. The "select cellphones" are the ones that are opted-in. Could be wrong though. The wording is kind of confusing.
