Some paper checker somewhere is going to get killed doing this. Maybe that's why this is being instituted in the most crime ridden city.
No such proof is legal to require. Simply disobey en masse. They can't bust everyone in NYC. Not enough cops!!!

Requiring people to use the Excelsior Pass sounds like a recipe for total chaos.
