This is an important question.
In this context, it must refer to the Executive Branch. Someone in the Executive Branch of the state has the info, according to this video.
Since the governor is the head of the Executive Branch, the pressure should be applied there, and work down the line to find out who has the info.
Governor is responsible for what happens underneath. He/she is also the head of the organization, and if this is turning out to be a criminal organization, then the governor is the head, which puts it under RICO statutes.
Does anyone have the balls to push it that far?
