There is something ready to go down at any time. The severity will match the information they need blocked.

Some lesser bit of info they don't want you to know about? Shoot up a random church. It doesn't need to occupy the news schedule for long so keep it small and safe.

A nationwide election scandal? Shoot up the pentagon. It needs to be wall-to-wall coverage for a week or more so you take bigger risks.

Want to start half a dozen wars to fuel the military industrial complex? Blow up a couple of buildings.
