Not exactly. There is a distinction to be made between invoking the Insurrection Act, and ordering the military to take overt action against the election theft. Trump is saying here that he never thought of doing the latter.
Ordering the military to go loud against the election theft, I believe, is exactly what the cabal wanted Trump to do. Their entire plan hinged on putting Trump in a position where he had to secure his second term by force. They never expected to actually have to swear in Biden, he was supposed to be a throwaway candidate. All they needed to do was have him refuse to concede after Trump declared himself the winner, and say Trump was threatening democracy after he sent in the troops. The media would take it from there, and you'd have civil war within a week. To put it simply, they were trying to recreate Syria and Ukraine in the US, with Trump cast as Bashar al-Assad. The plan was ultimately to have the chaos become so bad that the EU and China would have an excuse to intervene. The US would be carved up, the population would be irreparably divided, and the Constitution torched. Game over. We may not have been happy about it, but Trump made the right call in doing this the way he did.
Invoking the Insurrection Act, on the other hand, would mean declaring all involved to be insurgents against the United States. What actions are taken from there is up to the President. It is worth noting, however, that under the 14th Amendment, anyone who engages in insurrection against the US can be barred from holding any public office. Theoretically, it is possible that he declared most of Congress to be insurgents, which would disqualify them from their offices and render any act by them, including the certification of Biden and Harris, as fruit of the poisoned tree. If such is the case, then it was over before it began. The only question remaining is how long Trump plans to let this play out.
The above is mostly speculation on my part. What is certain, however, is that Trump did publish an order to disperse on January 6th, a prerequisite to invoking the Insurrection Act. It was very obviously prerecorded, likely in summer of last year, and the language matched the specifications of the IA perfectly. So at the very least, it was on the table. And if Trump did invoke it, it was undoubtedly done in secret. Only time will tell.
