AZ Senate needs to send in the AZ Rangers to fulfill the subpoenas they have for the routers, and make the arrests.

The Board has already admitted to a crime by saying they can't surrender the routers because there's law enforcement info on them. That means that the routers were connected to an external network, which is a violation.
