Yep. I think the OP is just pointing out "the precipice". I can't see it going much beyond that without going hot. But I also could see this fulfilling the necessary "scare" event - the scare that huge swaths of society may suddenly be outcasts, by a government that's looking less legit by the minute... over a virus with a 99.7% survival rate...
