They can't. Even SCOTUS ruled immediately after stating the CDC does not have such authority. Pelosi, Mad Maxine, and Biden all admit to violating the SCOTUS ruling and the US Constitution. They don't care. We now have a run away, lawless government.

Military, how much more evidence do you need? What is your oath?
