The CDC is not a governmental body. It may as well have the logo from NBC.

The Center for Disease Control is a federal agency under the Department of Health and Human Services. It is absolutely a government entity.

Yes. The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people.
