What I understand is that government seals exist primarily to legitimize a document as having governmental authority to say what it says. If you have a fake card with a seal on it from a governmental authority, you're claiming government legitimization of that document where there is none. That's legally a problematic thing to do.
So are they arresting people for forging these? I'm curious?

The CDC is not a governmental body. It may as well have the logo from NBC.

The Center for Disease Control is a federal agency under the Department of Health and Human Services. It is absolutely a government entity.
