Basically the title, I have seen point of views claiming both. Do we even know?

I have to ask myself, did Snowden tell/uncover the truth? If what he told/uncovered was truthful, what is that blackhat stuff.

Telling/uncovering the truth would be blackhat, in my view, only if the benefit of the American people knowing that truth, was outweighed by the damage of our enemies knowing that truth.
