What the Fema Camps are used for depends on who is president.

A bad president will use them to enforce tyranny, re-educate, imprison innocent civilians and punish/kill dissenters

A good president will use them in times of emergency for shelter and to help the population in case of floods, tornadoes, earthquakes, etc.
