We have had a few of these tests in UK. It's a global message standard so exactly same on my UK chinese phone as it is on your US chinese phone.
Only started recently though and in small areas of the country. I guarantee most people have no idea there even is such a system. US gets them in English and Spanish but we get them in English and Welsh. They are pretty scary as there is a max volume very loud discordant tone then Google text-to-speech starts yelling at me in English or Welsh, again max volume.
Will be kinda weird if we simultaneously get messages at 14:00 EST on Aug 11 which I think is 19:00 BST (18:00 UTC/Zulu.) In fact if that happens I think we're gunna know it's not really a test.
