Govt officials typically say, "thank you, this is nice" then turn the gift over to the office responsible for reporting gifts. If a gift is worth more then $390, it cannot be kept. Plus, most times, per protocol, unless the alcohol is opened there and shared, it's not kept because optics are important. Sooooo, there's usually a hand-receipt..those hand-receipts were the CYA gifts we gave ourselves...at least back in da day.
