Thanks blacksmith21. I am making the assumption that IF it can be a surveillance plan, it MAY be a surveillance plane. I do not have any confirmation, just making a reference post of three of these types of planes in the vicinity of Sioux Falls, SD.

Where did you see a C-12? When a C-12 is in "spy mode" it is a RC-12X Guardrail and looks like a flying porcupine. They squawk as RC-12X, not C-12.
adsbexchange is showing Beech C-12T-3 Huron. Good to know that RC-12X is the spy version. I know from a Blackhawk friend of mine planes sometimes throw up a different plane type for security reasons. Not sure if a Beech would do that or not.

They can and do. Call it spoofing. I've tracked a RC-12X directly over my house (DC) which was running a perfect search track over about 100 sq. mi. Watch for small planes over Sioux Falls, commercial also.
