Maybe. But I really think a lot of people didn't enable TESTS on their device. Actual emergency broadcasts (not tests) are enabled by default. Tests are not. You have to navigate through the settings menu to enable it.
No, i checked them at about 9 Am this morning and again around 2pm. Theyve been enabled the entire time. I took a screenshot at around 2:40- 2:50pm to prove its all enabled and it stated "You have not recieved any alerts at this time."
