Larry Niven had aspects of this in some novels. Earth eventually so overpopulated that you gotta move to a colony world if you want to have kids without a license. Also good luck getting the license, especially if you don't have excellent genetics like one genius side character who's allowed to have as many baby mamas as he'd like.
