I'm no expert but I know that some time ago the EU introduced laws that could, for instance, make internet memes illegal. it was to do with copyright of the original images etc. At that point, many US websites chose to check where a person was from and not send their web pages to anyone in the EU.

The big companies got things sorted, by and large, but the smaller ones just said sorry, you can't view this. It looked like that kind of restriction.
