um, if you think a 3 month to 3 year old has an IQ of 100 I've got some bad news for you.
The national average is 95-100 for the entire USA.
BTW... how do you IQ test people in this age group? IQ tests require a LOT of reading, as well as understanding simple math and a grasp on physics.
I'm sorry, but kids in this age group have ZERO concept of any of these things. Sure, some kids can read SOME by age 3, not enough to read and understand an IQ test.

IQ isnt a test of what you know. Its a test of how quickly and correctly you are able to process things. There is no reason to believe a baby has any less or more IQ than its parents... but at that age its an essentially untestable property, at least with the current technology set.
IQ is normalised to the observed population, so when a 3-year-old has IQ of 100, it means it has the average IQ in the population of 3-year-olds. But it's still 78 compared to previous population of 3-year-olds.
