To me it suggests that Tesla's "earthquake machine" was a real technology that was classified and has been further developed. I think he supposedly calculated the Earth's natural resonance and duplicated it with a machine.
At some point CERN or DARPA or HAARP or whoever had enough research and development done that they could trigger techtonic plates. I'm sure there are famous earthquakes that were tests of this technology- possibly Italy or Alaska since those would be the most convenient places for the Cabal.
The fact that Q was able to predict this in advance to the day probably has more to do with some predictable natural cycle of conditions where the next available opportunity to trigger a plate movement is knowable in advance.
Like predicting what moon phase there will be on a certain day years in advance, eclipses, and so on.
I used to research Earthquakes. The patterns are about as accurate as throwing a dart on a board blindfolded. It's the one natural disaster that to this day despite all data cannot be predicted. People have tried to no avail.
