Lines up with the COMMs decodes about tracking down all the children currently being run through the MKultra (or whatever its evolved into) system and transplanting them into safe homes while they use therapy to try and undo some of the damage done to their minds from the trauma they have experienced.

Sounds fantastical, probably true.
