He's Army Infantry and currently stationed on the border somewhere in Arizona. He was told to expect to be over there for 6-9 months by his superiors. Looks like they don't plan on this ending soon.

Give up the capital and then send soldiers back in. Something about this seems ass backwards...

Exactly. This is all to set the stage for an excuse to remains there indefinitely as was always going to be the DS plan.
This is a VERY critical moment as we see who is in control of what.
