When your troops are fleeing a country so fast they are abandoning weapons and vehicles... and scrambling chaotically to make the few last flights out before the enemy takes over the capitol city...

... then what a president or V.P. "thinks should happen" is pretty much irrelevant. At that point, you've lost any say in the matter.
