Aadhar card was given en masse and it came out after 6 months or so they closed all the enrolling points and its very difficult to find those in rural areas.

they are the safe crowd, in my opinion, most of the statistics is based on the Voter ID list and/or aadhar card list. If you are not on any list, then they will not track you or hunt you down, when this becomes mandatory.
Govt is giving it free for anyone who shows up to their centers, but the poor are reluctant to take the jab.
