I appreciate that you need to explain your methodology, and the security measures, the relevant law, etc....but the massive effort behind this report is useless if it is not read. (We are fighting both fraud and short attention spans.)

Please begin with a summary of the findings, then take as long as you need to explain the necessary details later in the report.

Please grab attention early.
