Trump had reorganized State Dept, creating the Contingency and Crisis Response Bureau (CCR) to be able to rescue or evacuate diplomats on the fly if necessary - specifically to avoid another "Benghazi" incident. Biden rescinded the CCR without replacing it's function -- operational readiness for emergency evacuations.
