The two women murdered were colleterial damage incurred trying to get the crowd worked up into a revolt. With all the plants and agitators in the crowd it should have worked. Wray is genuinely stumped at why it didn't go as planned and now they have a jail full of witnesses they have to threaten/cut deals with to silence. Wray has his hands full.
