What difference does it make if the Cabal was going to lock things down forever if Q’s plan was always to have Trump back in office in a few months?

Trump could just end the lockdown when he’s back in the White House, right? No need for a fake vaccine if the people who are locking everyone down are in Gitmo.

The only way a vaccine would have saved us from a forever lockdown is if there was never a plan for Trump to return to power and just end the lockdown himself.

What am I missing here?
