Every agency you listed is NOT a government department. They are private corporations that subcontract with the government and some of their employees are on government salary.

In the case of the WHO its not even that. Its purely a private organization (just like the United Nations, WEF and Red Cross) that was founded by the Rockefeller foundation, and which it is still funded in no small part by the Rockefeller foundation (to cover whatever it can't steal from the taxpayers of the world).
